The first-ever stocktake, which is scheduled to conclude at the UN Climate Change Conference (COP28) recently released a technical report highlighting the need to accelerate implementation and take an all-of-society approach to make progress towards the Paris Agreement goals.
The global stocktake was designed under the Paris Agreement to assess our global response to the climate crisis and chart a better way forward. The global stocktake is held every five years and is intended to inform the next round of nationally determined contributions to be put forward by 2025.
The process of the global stocktake commenced with data collection in 2021, garnering input from Parties, international organizations, and non-party stakeholders. A series of three technical dialogues took place in 2022 and 2023, chaired by co-facilitators Farhan Akhtar and Harald Winkler, representing developed and developing countries, respectively. These dialogues addressed a wide range of topics, including mitigation, adaptation, support, loss and damage, and response measures, all guided by the latest scientific insights.
India, in its submission, emphasized the importance of identifying obstacles to support provided by developed countries in terms of finance, technology transfer, deployment, and capacity building for developing nations.
The newly released synthesis report of the technical dialogue summarizes 17 key technical findings from the discussions. While progress has been made, the report underscores that much more work is needed to bridge existing gaps.
