Bogota Sets Target to Cut Greenhouse Gas Emissions 20% by 2030

Bogota, the capital of Colombia, has adopted a Climate Action Plan targeting a 20% reduction in greenhouse gas emissions by 2030 and carbon neutrality by 2050. The city, a member of the C40 Cities network, is pursuing an integrated strategy combining urban transport electrification, renewable energy, nature-based solutions, and community engagement.

Bogota's mitigation strategy centres on transforming public transport, with expansion of its Bus Rapid Transit system and construction of the city's first metro line underway. The city is introducing electric buses and the Regiotram — Colombia's first electric inter-municipal train — to reduce private vehicle dependence and lower transport emissions. A comprehensive bicycle policy and expanding cycling infrastructure complement these investments, aiming to reduce fossil fuel use in one of Latin America's most congested urban centres.

On adaptation, Bogota is investing in green infrastructure including urban parks, green corridors, rooftop vegetation, and 21 consolidated urban forests across 452 potential hectares. Sustainable Urban Drainage Systems are being implemented across the city to manage stormwater and reduce flood risks, with the Bogota River restoration project central to flood management. The city's euPOLIS project, funded by the European Union, is testing nature-based solutions in designated urban areas to improve public health outcomes.

Bogota's Calle 116 project features 3.87 kilometres of bike lanes and over 50,000 square metres of redesigned sidewalks, illustrating the city's commitment to inclusive mobility infrastructure. Community engagement programmes, including climate monitoring systems and the 'Mujeres que reverdecen' initiative supporting women in urban agriculture, are designed to build public participation. Bogota's progress is being tracked through CDP's Cities disclosure programme, contributing data to global subnational government climate action assessments.
