China's emissions grew by 48.8 million tonnes or 0.28 per cent — the lowest growth rate since 2015 — while US emissions rose by 16.2 million tonnes or 0.23 per cent, both remaining broadly flat. Mexico and Australia also recorded significant annual reductions of 7.2 million tonnes and 7 million tonnes respectively.
The rate of global emissions growth has slowed markedly, from a 2013-2023 annual average of 1.1 per cent to 0.5 per cent in 2025. Excluding the pandemic year, the last two years represent the lowest growth since 2015, the year of the Paris Agreement. Oil and gas production drove the largest sub-sector increase at 4.1 per cent, dominated by Russian output, with Kazakhstan, China, Saudi Arabia and Brazil also contributing.
