India’s Economic Survey 2025-26 has officially commended the state of Jharkhand for pioneering an advanced GIS-based climate-smart agriculture and Agri Stack scheme, recognising its potential to revolutionise data-driven decision making in agriculture and advance climate resilience. The Survey, tabled in Parliament by the Finance Minister, places this initiative alongside other state-level innovations that can shape India’s agricultural governance trajectory toward sustainability and productivity improvement.

The scheme, formally launched in 2024 under the Department of Agriculture, Animal Husbandry & Cooperative, integrates Geographic Information System (GIS) technology with climate-informed planning and a centralised digital Agri Stack platform. Its core focus is to enable farm-level tracking, gather per-acre data on land use and crop outputs, and support real-time adaptation to climatic stressors.

At its inception, the GIS component deploys micro-level climate monitoring tools across agricultural zones. These tools collect geospatial and environmental data to craft locally specific climate profiles that inform resource allocation, crop planning and risk mitigation. The Agri Stack element functions as a unified digital data repository designed to consolidate farmer profiles, land attributes, crop cycles and other ecosystem metrics in an accessible online application.

State agriculture officials acknowledge that while the scheme remains nascent, scaling it up forms a strategic priority. Early implementation hurdles, including limited bidder participation for agro-climatic installations due to onerous standard operating procedures, are being addressed through convergence with related programmes to accelerate deployment. The Agriculture Minister highlighted ongoing efforts to streamline implementation and secure enhanced central support.

This GIS-enabled framework aligns with the broader Agri Stack vision emerging at the national level, which aims to establish a comprehensive digital infrastructure for agriculture. By building a unified database covering farmer identities, land records, crop patterns, insurance and climate data, Agri Stack seeks to improve planning efficiency, transparency and market linkages. This digital infrastructure supports policy execution across schemes and can catalyse data-driven agricultural governance.

For Jharkhand, integrating GIS into agriculture planning represents a significant shift from traditional approaches toward predictive and precision agriculture. Through targeted analytical insights and geo-referenced data, policymakers and farmers can respond to extreme weather events, optimise input use and prioritise sustainable practices that reduce environmental impact.

Strategic significance lies in the scheme’s potential to enhance climate resilience and digital agriculture adoption in one of India’s most vulnerable agricultural states. By formalising geospatial and Agri Stack data structures, Jharkhand could set a precedent for scalable climate-smart interventions nationwide. This development influences compliance trends, stimulates private-sector innovation in agri-tech, and enhances market confidence in sustainable agricultural transformation — key factors for India’s ESG progress and long-term food security.
