Developed under the theme 'Building Back Better while Leaving No One Behind,' the 2023 review finds Ireland has fully achieved over 80% of the 169 SDG targets, with significant progress in education (SDG 4), hunger reduction (SDG 2), and health and well-being (SDG 3).

The review affects Irish government bodies, civil society, and sectors tied to lagging goals. Progress remains incomplete on clean water (SDG 6), affordable and clean energy (SDG 7), sustainable cities (SDG 11), responsible consumption (SDG 12), climate action (SDG 13), and partnerships (SDG 17). Environmental Protection Agency data shows a 4.7% increase in emissions in 2021 and 19% growth in agricultural emissions over the past decade, though electricity emissions fell 45% between 2005 and 2020, with 42% of electricity from renewables in 2020.
