The World Bank approved a $37.85 million Pollution and Waste Management Project to enhance Laos’ capacity in managing solid waste, plastics, and pollution. The initiative—spanning 2025 to 2031—targets Vientiane Capital as a primary intervention zone and will be implemented by the Ministry of Public Works and Transport in collaboration with the Environment Protection Fund of Laos.
The project’s central objective is to transition Laos towards a cleaner and more resilient development pathway. It will do so by focusing on municipal solid waste systems in the capital city, where waste generation is highest, thereby creating a scalable model for other urban centres. The funding is sourced from a combination of low-interest credit from the International Development Association (IDA) and a grant from PROBLUE, a multi-donor trust fund promoting sustainable and integrated marine and coastal resource management.
Planned interventions include investments in waste collection infrastructure, the upgrade of landfill facilities outside Vientiane, and the creation of waste transfer and treatment nodes. Notably, the project mandates the development of a compliance monitoring system, designed to ensure effective enforcement of environmental and pollution control regulations. This system will also enable the accurate and reliable operation of air and water quality monitoring stations and drive improvements in the legal framework governing waste management in Laos.
Complementary social measures are embedded in the programme, such as the provision of vocational training and occupational health and safety equipment for waste workers. This includes support for 264 waste pickers operating at the Vientiane landfill site, who will benefit from upgraded working conditions, formal employment opportunities, and integration into the formal waste economy.
The project aims to achieve 100% waste collection coverage in Vientiane, while enhancing material recovery and operational efficiency. It also reinforces Laos’ National Plastics Action Plan by curbing single-use plastic consumption and scaling recycling solutions. By addressing solid and plastic waste management and associated pollution risks, the initiative contributes to the broader Southeast Asia Regional Program on Combating Marine Plastics—a regional collaboration between ASEAN member states and the World Bank.
Strategic significance lies in the project’s potential to institutionalize sustainable waste management practices, build enforcement capacity, and mainstream pollution control in urban governance.
