IEEFA South Asia Director Garg Advances India Clean Energy Policy Research

Vibhuti Garg, Director for South Asia at the Institute for Energy Economics and Financial Analysis, leads the organisation's work on energy pricing, subsidy reform, clean energy financing, and market design in India and surrounding economies. She brings over 21 years of energy sector experience and has participated in Australia's Canberra Fellowships Program on Indo-Pacific climate leadership.

Garg joined IEEFA in 2018 after roles at Mercados Energy Markets India, ARX Analytics, and The Energy and Resources Institute, where she advised on power sector market strategies and investment analyses. She also served as a Senior Energy Specialist at the International Institute for Sustainable Development, focusing on fossil fuel subsidy reform and renewable energy investments. She holds a Master's degree in Economics from the Delhi School of Economics and a Bachelor's degree from Hansraj College, Delhi University.

Her research focuses on the financial and economic mechanisms needed to accelerate India's energy transition, including innovative business models, financial instruments that improve commercial viability, and access to concessional finance for clean energy. India remains vulnerable to global fossil fuel supply and price shocks, a risk amplified by the Iran conflict in 2026, and Garg has publicly stated that accelerating electrification across all sectors is more critical than ever. Her work is cited in major Indian and international media including The Wire India.

Garg's participation in Australia's 2023 Canberra Fellowships Program, an initiative of the Australian Department of Foreign Affairs and Trade aimed at fostering Indo-Pacific leadership on climate and sustainability, reflects the bilateral dimension of India-Australia energy transition engagement. Both countries are significant in global energy markets, with Australia as a major fossil fuel exporter to India and a potential partner in green hydrogen and critical minerals supply.
